Brownfields Grant
Information

Brownfields are defined by U.S EPA as "real property, the expansion,
redevelopment, or reuse of which may be complicated by the presence
or potential presence of a hazardous substance, pollutant, or contamination."
Are you concerned about potential contamination at your dumpsite
because you want to “reuse” the land? Brownfield grants
could be a way to clean up your old dump (or other hazardous site).
Reuse of your land can be for aesthetic, health, recreational, subsistence/cultural,
or economic development reasons. Alaska Tribes can't apply
directly for the Revolving
Loan, Cleanup, or Job
Training Brownfield grants. But municipalities, Tribal
for-profit corporations, and non-profit organizations can apply
for these grants, so that partnerships are possible.
For example, the City of Selawik applied for, and received, a Job
Training grant that the Selawik Tribe is overseeing, via an MOA.
Alaska Tribes are eligible for Brownfield
Response Program Grants. Alaska Tribes are also eligible
for Targeted
Brownfield Assessments (TBA’s). The TBA’s
are not exactly grants. The EPA contracts directly with a qualified
company to come to your Village to sample, analyze, and write up
an assessment report for your site. The good news? You can
apply at any time for this program and the application is very short
and easy. Click
here for the TBA application and information. You can contact
the Brownfield Response and TBA contact for EPA Region 10 at mccauley.anne@epa.gov,
tel (206) 553-4689 or labaw.joanne@epa.gov
tel (206)553-2594.
The State, with money from EPA, operates a similar TBA program for
assessing sites that you can apply for. The State Brownfield
Website has a lot of very helpful information at http://www.dec.state.ak.us/spar/csp/brownfields.htm
You can contact the Alaska DEC Brownfield Coordinator: John B. Carnahan
(907) 451-2166
If you are even potentially interested in applying for a new Brownfields
Grant, please join the EPA Region 10 Brownfields Team in two conference
calls to review the Proposal Guidelines for the next round of Brownfields
Assessment, RLF and Cleanup grants. During each call representatives
from Region 10 will review the Proposal Guidelines, share tips for
applicants and answer any questions. Summaries of each call will
be posted on the Region 10 website as soon as possible after the
calls.
